近日，一则“江西赣州一名低保家庭女生因赴香港观看演唱会，返程后全家低保资格被取消”的消息在网络上持续发酵。

自称当事人表姐的网友发帖称，女孩赴港前，当地对口帮扶工作人员和家人曾反复劝阻，并告知出境高消费可能触发低保动态复核，但女孩仍前往香港。返程后，民政部门通过出境记录启动复核，网传其全家低保资格被取消。

A viral claim that a low-income household in Ganzhou, Jiangxi province, lost its welfare benefits after a family member traveled to Hong Kong for a concert has triggered widespread discussion online. Local authorities confirmed they are reviewing the case.

The post, reportedly from the girl's cousin, said that officials had warned the family that outbound travel and high consumption could trigger a reassessment of their eligibility. The girl went ahead with the trip, and upon her return, the family's welfare benefits were canceled.

9月6日，记者注意到原帖已被删除。赣州市民政局回应称，目前市本级及下属县市区正在核查，具体情况尚未确认。

北京市惠诚律师事务所上海分所李夙律师分析认为，如果网传情况属实，低保认定看的是家庭整体经济状况，低保家庭需要接受动态核查；自费出境旅游、娱乐属于高消费核查情形，符合条件的可以依法终止低保待遇。

但律师同时指出，单次娱乐消费是否足以终止全家低保，仍存在行政比例原则上的讨论空间。民政部门作出停发低保金决定时，也应当书面说明理由；如果当事人对处理结果不服，可以依法申请行政复议或提起行政诉讼。

A lawyer, Li Su, noted that welfare benefits are subject to regular income and asset checks, and self-funded outbound leisure travel could be considered high-end consumption, potentially justifying the termination. However, Li added that whether a single trip warrants revoking the entire family's benefits remains open to interpretation under the principle of proportionality. If such a decision is made, authorities must provide a written explanation, and the family has the right to appeal or sue.
